Shinyanga must mobilise for sustainable cattle industry

THE vast majority of Tanzania’s livestock keepers and peasants do not produce beyond subsistence level. Both the pastoralists and peasants depend on land and on the mercy of the skies to grow crops and keep livestock.

When the skies are generous the peasants’efforts are not wasted. They harvest enough food and cash crops and sell the surplus.Similarly, when the skies are kind, pasture for livestock abounds.

When there are insufficient or no seasonal rains crops fail and both the peasants and pastoralists become very desperate. Once drought strikes pastoralists become nomadic in search of water and pasture for their animals and very far from their homes.

Kenya, Tanzania to host CHOGM flights

KENYA and Tanzania will accommodate any excessive flights at Entebbe International Airport during Commonwealth meeting, MPs heard yesterday.

“Airports in Nairobi and Mwanza will be accessible to Uganda during the period of CHOGM,” Loi Kiryapawo, the chairperson of the committee on foreign affairs, said.

The initiative, she said, would demonstrate the unity of the countries.

Up to 5,000 visitors, including the Queen of England, are expected for the high profile meeting. Entebbe Airport is currently undergoing a major rehabilitation.

Security officers cushion New Mwatex management during JK`s tour

The management of New Mwatex Ltd of Mwanza narrowly escaped humiliation before President Jakaya Kikwete after more than 200 of its workers went on a strike and blocked the road where the president was scheduled to pass through so that they could have word with him on their problems.

According to reports, security officers including the police force, and the Ilemela and Nyamagana district commissioners, saved the day for the factory`s management as they kept away the striking workers from the presidential motorcade.

President Kikwete who was coming from Shinyanga was expected to arrive in Mwanza at about 7.30 in the evening.

Water Hyacinth Threat to EAC

East African economies are staring at yet another crisis in the face following the resurgence of the noxious water hyacinth weed in Lake Victoria.

The weed is already choking fishing activities and is threatening to paralyse transport operations in an affront that could dent performance of the two key sectors which play integral roles in the development of economies in the Lake Victoria basin.

A survey by the East African Business Week across the lake found that transport business had been greatly hampered and fishing activities substantially reduced after the weed formed a thick carpet on the water surface.

Mwanza to host EA trade fair

The Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA) is organising the Second Mwanza East Africa Trade Fair from August 31 to September 10.

The trade fair targets consumers and producers of industrial products, services, machinery and technology.

TCCIA Mwanza region executive officer Hassan Karambi last week told The EastAfrican the show is expected to draw participants from the East African region.

He said it will serve as a venue to explore and make use of new trade and investments opportunities not only in the region, but also the greater Comesa and SADC regions.

Shinyanga regional hospital for expansion

THE government has set aside 520m/- for rehabilitation and expansion of the Shinyanga regional hospital in a bid to improve health service delivery in the region.

President Jakaya Kikwete revealed this yesterday and expressed hope that improvement of the hospital would help ease congestion at Mwanza’s Bugando Referral Hospital where patients from the lake zone have been flocking even for cases that could be handled by regional hospitals.

“However, our long term goal is to oversee construction of a dispensary in each village in the country to make health services accessible to all,” noted the president when addressing a huge public rally at Mji Mkongwe grounds. He reiterated his call for people to beware of HIV/AIDS threat and join government efforts to contain the spread of the disease.

Robbers becoming killers

IN recent weeks we have witnessed the killings of the private security industry guards in Morogoro and Mwanza. In the recent past, police officers have been killed while on duty guarding banks or cash in transit. However, the private security industry has taken the bulk of the deaths while on duty as a result of robbery with violence.

Article 285 of the Penal Code states that, “Any person who steals anything, and, at or immediately before or immediately after the time of stealing it, uses or threatens to use actual violence to any person or property in order to obtain or retain the thing stolen or to prevent or overcome resistance to its being stolen or retained, is guilty of the felony termed robbery”.

The punishment for such an offence is also provided by article 186 that is, “Any person who commits the felony of robbery is liable for imprisonment for twenty years”.

SENGEREMA MAN SEVERS OWN PHALLUS

A MAN chopped off his male organ at Nyanshana village in Sengerema district, Mwanza region recently because his wife allegedly denied him sex, police said here yesterday.

Regional Police Commander Zelothe Stephen said Michael Petro (35), who mutilated himself early this week, was nursing his wounds at a hospital in the district.

Stephen said Petro's wife Yunis Manuari (45) ran off immediately after the incident and that the Village Executive Officer, Balthazar Julius, had given law enforcers the chopped off member to serve as exhibit.

Meanwhile, an unidentified number of people broke into the house of Ms Mbula Kanyenyeki at Mwampulu village in Kwimba district and attacked the woman with machetes.

Isaka-Kigali railway shaping

CONSTRUCTION of the 450-km Isaka-Kigali railway will start soon after completion of the line’s survey, President Jakaya Kikwete said yesterday. The president, who is on an eight-day official tour of Shinyanga region, told a large rally in Bukombe district that the line’s survey was currently at an advanced stage.

However, it was not clear when it would be completed but construction of the railway was estimated to cost about 3.24bn/-.

President Kikwete said that the governments of Tanzania and Rwanda have agreed to build the railway line in order to boost trade and movement of people in the area. The railway also would be extended to Bujumbura, Burundi at a later stage.

Mwanza trade fair attracts nine countries

NINE countries have confirmed participation in the second Mwanza East Africa Trade Fair which opens in the city on August 31, the Chairman of Tanzania Chamber of Commerce, Industry and Agriculture in Mwanza chapter, Mr Amran Batenga, told the 'Daily News' yesterday.

Mr Batenga said the fair, which seeks to promote commerce in what is perceived to the central area of the Great Lakes Region, will attract countries beyond the East African Community (EAC). He named the four countries beyond the East African bloc that will take part in the fair as India, Dubai, Zimbabwe and China.

“This is a second biggest Tanzanian international trade fair after the Dar es Salaam International Trade Fair. That is why we have invited many foreign countries outside the EAC,” he said. The nine countries that have confirmed participation are Tanzania, Kenya, Uganda, Burundi, Rwanda, India, Dubai, China, and Zimbabwe.

Gunmen kill two people in botched robbery

THREE men, believed to be bandits, shot and killed an armed escort and a bystander who allegedly hurled stones at them as they commandeered a company car carrying cash to the bank here yesterday.

The Regional Police Commander, Mr Zelothe Stephen, confirmed the incident which occurred at the Nyanza Bottling Company Limited (NBCL) in the Nyakato industrial area. It was the second robbery at the soft drinks factory in roughly two years.

The Managing Director, Mr Christopher Gachuma, explained to reporters at the factory yesterday that three bandits raided his company at around 1:00 p.m. when a company owned Toyota Mark II with registration number T 410 AQF was sending 17m/- in cash and cheques to the bank.

Tanzanian teachers blast IMF, WB for misleading government

Marburg disease contained, says world health body

THE World Health Organisation (WHO) experts have declared that Uganda has contained an outbreak of the Marburg fever.

The disease hit gold miners in the western parts of the country recently.

Pierre Formenty, a WHO expert, said investigators collected hundreds of bats from the mine, which they suspect may be a reservoir of the disease.

“The outbreak is contained. We need to follow up the survivors and their contacts who need to have safe sex in the next three months,” he told journalists by phone from a laboratory near Kitaka mine in Kamwenge district, where the virus was reported to have originated.

Govt yet to give schools subsidy - headmasters

The government is yet to subsidise public secondary schools after the implementation last year of its decision to cut by half the fee schools used to charge, it has been revealed.

This is according to remarks made here at the weekend by the chairperson of the Lake Victoria zone chapter of the Tanzania Heads of Secondary School Association (Tahossa), Laurent Mwita.

Mwita, who was speaking at a meeting for secondary school heads from the zone`s Kagera, Mara and Mwanza regions, said the government`s failure to cough up the amount due had adversely affected schools` budgets and hence running costs and development projects.

Bank of Baroda Boosts Arusha's 'Wall Street'

It was compelled to close shop in 1967 following the rather stern, Arusha Declaration strategies, under which most foreign owned businesses and companies, including financial institutions, were nationalized. Now the Bank of Baroda has just opened the first ever Arusha branch, three years after its comeback to Tanzania.

The India's international bank is intending to make a strong presence in the town where the Arusha Declaration was made. It is under this declaration that the Baroda group was forced to leave Tanzania, living practically all its assets behind. The Baroda banking operations were turned into the National Bank of Commerce and subsequently the National Micro-Finance Bank (NMB).

"Tanzania was the only missing link in our vision to form a special East African Baroda Corporate network," said the bank's global Executive Director, V. Santhana Raman. Bank of Baroda returned to Tanzania in 2004 with the opening of BOB bank of Dar es Salaam. The first Arusha branch establishment also went hand-in-hand with the inauguration of a second branch in Dar.

"After Arusha we are now eyeing Mwanza," added the Managing Director for Bank of Baroda in Tanzania, Umakant K. Bijapur. Prior to the 1967 Arusha declaration, the bank's only branch in the north was the Moshi branch.

Teachers see danger in new ward-level schools

Secondary school heads in the Lake Victoria zone have said most ward-level secondary schools recently built by wananchi lack essential facilities and will lead to an appreciable deterioration in the quality of education in the country.

They have thus called on the government to pay serious attention to the matter by ensuring that the schools have enough qualified teachers, basic tools, equipment and facilities like classrooms, conference halls, staff rooms and well-stocked science laboratories and libraries.

Marburg fever alert issued in Lake zone

The authorities in the Lake Victoria zone have issued an alert following the recent outbreak of the rare and highly fatal Marburg haemorrhagic fever in western Uganda`s Kamwenge district, close to the border with the Democratic Republic of Congo.

Government officials in the zone's Kagera, Mara and Mwanza regions say precautions have been taken to stop the disease from spreading to Tanzania from Uganda.

Regional and district health management teams have been charged with helping to ensure that Tanzania is safe from the disease and to swiftly swing into action in the event of an unforeseen outbreak, Mwanza Regional Medical Officer Herbert Bhwana said yesterday.

Marine transport on Lake Victoria still a nightmare

Marine transport passengers between Mwanza and Kagera regions in Lake Victoria have reminded the government on its promise to facilitate purchase of another ship for easy and dependable passage.

Kagera Region bound passengers told PST at Mwanza Port as they awaited to board MV Serengeti, that their security and luggage would be assured if the government made true its promise to provide them with a new ship.

One of the passengers, Hari Masanja, said the current situation was highly dangerous as the said vessel shuttling between the two points were congested with both passengers and luggage most of the times, and that passengers paid fares that were not shown in their tickets.

Kenya Pipeline’s dominance in EA under threat

City Launches Own Local Internet Exchange Point

Arusha has just become the first non-capital urban center in East and Central Africa to have its own Internet Exchange Point, a physical infrastructure that allows different Internet Service Providers (ISPs) to connect to each other and exchange local traffic between their networks by means of mutual peering agreements.

Under this new Digital Data arrangement, the local web surfers will be able to by-pass international and interconnect directly, via exchange other than through one or more third party traffic controllers, that are usually the networks based in the western countries.

One of the AIXP coordinators, Erick Rowberg, stated that it was high time that Tanzania became independent of foreign data controllers, adding that most African countries have for many years been reduced into mere satellites for the global Internet networks.

Olomide lighst up Mwanza

ANTOINE Koffi Olomide and his Quartier Latin International band quenched Mwanza City residents' long sought entertainment curiosity from the group on Friday when the band performed for over two hours during the launch of this year's Fiesta.

Unlike in the past when Koffi had once disappointed the Lake Zone music fans here by arriving at the stage late and yet performing only one number, the group played seven numbers during the show.

FINANCIALLY beleaguered Nyanza Co-operative Union (NCU), a former cotton industry giant, has declared inability to buy the crop in Mwanza Region as the season ends in two weeks' time.

The General Manager, Mr Abbas Mutabazi, said in a statement availed to the 'Daily News' yesterday that they could not buy cotton even from Ilemela, Nyamagana and Ukerewe districts where they had exclusive rights.

As a result, farmers in Ilemela and Nyamagana districts are now stranded with over 250 tonnes of cotton. It was not immediately clear how much cotton was also without a market on Ukerewe Island, where cotton farming in East Africa was first tested in the early 1990s.

Spain to finance Kwimba power project

THE Spanish government has shown interest in financing a power supply project in Hungumalwa, Ilula, Mwamashimba, Kikubiji and Shilima villages in Kwimba District. The 12bn/- project, would serve ginneries at Mwalujo (Lintex) and Sangu (Afrisia).

This was said in the National Assembly yesterday by the Deputy Minister for Energy and Minerals, Mr William Mganga Ngeleja, while responding to a question by Mr Bujiku Philip Sakila (Kwimba - CCM).

The deputy minister said Kwimba was one of the districts in Mwanza Region that lacked electricity. He said Misungwi and Ngudu townships get electricity through a 33KV power line extending from Nyakato substation in Mwanza city.

The decision to set free the appellant was delivered in respect of Criminal Appeal No.69 of 2005 by the Court`s panel comprising Justices Damian Lubuva, John Mroso and Rutakangwa.

The appellant, Said Chaly Scania, had appealed against the judgment by the Resident Magistrate`s Court (Appellate Extended Jurisdiction) in Tabora ruled on January 19, 2004 in a Criminal Appeal No.5 of 2003.

THE Tanzania Football Federation (TFF) yesterday announced bidders who have been short-listed for the sale of the national team jerseys, printing of match tickets, manning the gates during matches and the construction of Karume Business Centre.

TFF Vice-President Crescentius Magori told reporters yesterday that the companies were endorsed last month at the Finance and Planning committee meeting in Mwanza.

Magori said seven firms had entered bids for the sale of aifa Stars jerseys but only three have been short-listed. They are Softel Trading Company of Tanzania, Babu Kaju of USA and Serengeti Breweries who are supposed to submit their final document in seven days.

THREE people, including a woman appeared at the Kisutu Resident Magistrate's Court in Dar es Salaam on Tuesday charged with conspiracy and theft of several items valued at over 76m/-, which were on transit from the city to Mwanza.

Before Resident Magistrate Agness Mchome were Said Salum Said (32), a driver re siding at Magomeni, Willy Joseph Mwanga (37), a businessman from Dodoma Maili Moja and Ashura Abdallah Said (25), a businesswoman also residing in Dodoma.

They denied the charges. The magistrate ordered Said and Ashura to go in remand for failure to meet the set bail conditions.

No exam results until sentry is paid

Examination results of more than 100 pupils of Pamba A, B and C primary schools in Mbugani Ward in Mwanza have been withheld because children did not pay 500/- each towards paying the school's watchman.

A number of teachers interviewed by PST said pupils who did not pay the money would not be provided with examination results for May and June this year.

The schools, which have more than 3,000 pupils, employ only one watchman.

Taifa Stars coach Marcio Maximo has dropped Athuman Idd of Young Africans (Yanga) in his new squad. Maximo introduced newcomer JKT Ruvu goalie Shaban Ndihule to replace the midfielder in the 23 players he called to form the team.

Idd was in the squad which played away Senegal in the first leg of the 2008 African Cup of Nations, Group Seven qualifying match in Dakar early this year.

The Brazilian coach did not include him in the return matches against Senegal and Burkina Faso played in Mwanza and Ouagadougou respectively.

1m jobs target on course

THE country's determination to create one million jobs by 2010 is well on course, the Minister for Labour, Employment and Youth Development, Mr John Chiligati, assured the House here yesterday.

"By June (this year) a total of 201,390 jobs were created," he said when presenting his ministry's expenditure estimates for 2007/08.

The agricultural sector led in the drive with total 112,134 jobs followed by the private sector 56,622 and the public sector 32,634. The minister was optimistic that the future portended brighter employment opportunities.

The government, he said, would continue to create an enabling environment for investors to boost the economy, which was also showing upward trend.

The national employment policy of 1997 was reviewed during last fiscal year, to meet the changing economic scenario, he informed the legislators.

Federation investigates Iddi conduct

ATFF committee has been set up to investigate Yanga SC player Athumani Iddi for allegedly making obscene gestures to Simba fans during his team's opening Tusker Cup matc h against Villa SC played last weekend at Kirumba Stadium in Mwanza.

The TFF president Leodgar Tenga said the committee has up to Sunday this week to establish whether Iddi abused the fans or they are mere allegations. It is alleged that Iddi abused the spectators by showing them his middle finger which is commonly interpreted as 'fuck off'. It should be remembered that this was Iddi's first game for Yanga after being banned by Simba for almost a full year.

Heads roll at CCM meeting

Their names were removed during a two-day CCM-NEC meeting held here.

Impeccable sources said some of the ministers whose names have been dropped are Deputy Minister for Community Development, Gender and Children, Salome Mbatia, and Deputy Minister for Lands, Housing and Human Settlements Development Rita Mlaki.

Kisyeri Chambiri and Mwita Chacha Gachuma, long time CCM members who have been vying for the Mara regional CCM chairmanship, have also been dropped.

Tusker Cup tournament organisers irked by fans

The Tusker Challenge Cup organizing committee has appealed to the police force to end the gross naughtiness showed by some fans during the first two matches of the tournament.

The Information Officer of Tanzania Football Federation (TFF), Florian Kaijage, admitted yesterday that abusive language was against the football regulations and country's laws.

The organizing committee is working on this matter in order to see the way to stop it although we have police in the ground and it is their responsibility to make sure nobody breaches the laws.
